The parking fine system should be overhauled to eliminate unfair and often unlawful issuing of punishments, according to campaigners.

The London Motorists’ Action Group, Drivers’ Alliance and The Motorists’ Legal Challenge Fund have issued a joint manifesto that says that any profit made from fines should go to the Treasury, not local councils. It also calls for parking restriction road signs to be simplified and a reduction in the number of mobile CCTV units used for enforcement.

The group also says that some of the paperwork involved with the system is, “a shambles and at worse illegal”. It suggests that councils should pay compensation for parking fines that are wrongly issued or not contested when the driver takes the case to appeal.

Five London councils could be forced to repay millions in parking fines after an investigation revealed that parking bays reserved for diplomats were unlawful.

Westminster, Kensington and Chelsea, Camden and Islington all admitted to the BBC that they had failed to gain the necessary permission from the Department of Transport before installing road signs restricting 346 parking spaces to foreign embassy staff use only.

As the road signs do not comply with the law, no one can be penalised for parking in the bays and all tickets previously issued could be invalid.

A London council has been forced to return more than £134,000 worth of incorrectly issued parking fines after it failed to put up signs saying it would be issuing tickets over the Easter weekend.

Camden council in north London changed its policy and chose to issue tickets to cars parked on single yellow lines on Good Friday and Easter Monday earlier this month, but failed to notify drivers by changing the signs on the road.

As well as paying back all erroneously issued fines, the council has now reversed its original decision and will no longer punish drivers for parking on single yellow lines on future Easter bank holidays. A staggering 1,119 drivers were hit with the fines, which would have cost each motorist up to £120.
